Transcending frontiers ...

Same region, same problems! On 1 January 1965 the "EUREGIO" is set up: the communities between the rivers Rhine, Ems, Ijssel and Vechte plan to join forces - economically, socially and culturally - in a cross-border initiative.

In 1958 a conference takes place in Coesfeld at which German and Dutch local authorities form an alliance to safeguard their common interests. The way is prepared for the EUREGIO.

It is not so much an administrative body as a "frontier region platform" for the local authorities in both countries. The EUREGIO Council, set up in 1978, is its political organ.

North Rhine-Westphalia has particularly close links with the other surrounding European countries. By the early 1990s over 50% of NRW's exports go to EU countries, and over 60% of imports come from these countries.

For NRW, common policies and the duty-free movement of goods comes at a price. In the 1970s, the first steps are taken to harmonise areas such as subsidisation policy, environmental protection or policing in every part of bulletEurope.

The individual nation states, but also their constituent states, including the Länder in Germany, have to relinquish certain powers to European institutions like the Council of Ministers.

NRW must carry out EU decisions, although it does have recourse to the European Court of Justice. So, although the Länder can influence the process of decision-making in Brussels, once those decisions are made they must implement them or, in exceptional circumstances, appeal to the Court.
